just wire it up as 0V where it says -12V in the pdf and +12V where it says +12V works fine.

flash warning
do not hold this in your hand carelessly as you will short out the capacitor and man does that smart!
Other than that, it works great, there are 2 connections for 12+ and 2 for 12-, hook your positive to the 12+ and the negative to the 12-. Easy.

great deal
Used these for warning lights on a plow truck. They are plenty bright, and seem to be very well made. I gonna get some more and place the strobe bulbs in marker lamp housing. A great deal for the price and uses are endless!
