Could it be anything else?
It's a kit. Why would you expect it not to be documented and packaged in a way that the assembler could understand and sort it?
Apparently you have no idea what it costs to have the kits assembled and sold as is. But I have a feeling the seller does, and I'm willing to bet my life's savings that it's much cheaper to print 14 different languages and offer it as a kit. After all, don't you think the maker took that into account before they made them? They are in fact in business to make money aren't they?
And even then if it was assembled and shipped, it would cease being a "kit" now wouldn't it? Just shut up and buy your kits, and keep your worthless commentary and cost analysis to yourself.

It's a KIT
It's a kit, poorly documented and over-packaged. The actual board and circuit itself are fine, but it probably costs more to package and document and print in no less than 14 languages than it would to just straight up mass assemble and ship in a bag.
