not regulated
When looking at 13v output @ 1A and noting it as a "switching" power supply, you would normaly expect "regulated at 13V for loads less than rated output. Not on this one. "No load" is 15.4V. It does drop down as load is required, but do not confuse this as a "regulated" 13v output, it is not.
