Not up to spec.
The USB spec requires 5V DC at 500 mA. This thing can only put out a maximum of 300 mA. If it's not in spec then it shouldn't be labeled as USB.

Saying that this product is not compliant to USB specs because it outputs only 300ma is wrong.
The USB specs require that the host (i.e. this adapter) outputs 100ma.
To have a 500ma output from the host, the device must "ask" first. Here, as the host is dumb, the negociation will fail and as a result the device should only use 100ma of power. Thus, this adapter provices an extra margin of 200ma of power.
In fact, most USB peripherals are not following the specs because they directly use more than 100ma which is not allowed.
There is nothing wrong with this adapter.
