Most computers have perf hole vents for their case fans. These holes create an air restriction which causes the fan to run faster than it runs in an open configuration and they also create a lot of noise when the air rushes through these tiny holes. Cut out the holes with a hefty wire cutter or dremel tool and replace with this wire fan guard and your air cfm will increase and your fan noise will decrease tremendously! I did this to the front and rear case fan in my computer and the noise went way down. Additionally, I installed 33 ohm resistors in line with my fans and now I can barely hear them (the rpm was reduced, but they still put out a lot of air).
